The first translation of the Bible was done in Greek and is said to be LXX (Seventy), or Septuagint, performed by 70 elders of Jerusalem at Alexandria, Egypt. The EVENTS NATION Space Weather
By the authority vested in me as President by the Constitution and laws of the United States of America, and prepare the nation for period of time events, it is ordered as follows:
Section 1. Policy. space weather events, in the form of solar flares, solar energetic particles and geomagnetic disturbances occur regularly, some with measurable effects on critical infrastructure systems and technologies such as the Global Positioning System (GPS), operations satellite and communication, aviation, and the electricity network. Extreme events space weather - those who can significantly degrade critical infrastructure - could turn large parts of the power grid, resulting in cascading failures that could affect key services such as water supply, health and transport. Space weather has the potential to affect and harm the health and safety on all continents simultaneously. Successfully preparing for space weather events is an all-of-nation effort requires partnerships between governments, emergency managers, universities, media, insurance industry, non-profit and private sector.
It is US policy to prepare for space of time events to minimize the extent of the economic damage and human suffering. The Federal Government must have (1) the ability to predict and detect a space of time event, (2) the plans and programs necessary to alert the public and private sectors to enable mitigation actions for an imminent space weather event, (3 ) protection and mitigation plans, protocols and standards necessary to reduce risks to critical infrastructure, before and during a credible threat, and (4) the ability to respond and recover from the effects of space weather. executive departments and agencies (agencies) should coordinate their efforts to prepare for the effects of space weather events.
Sec. 2. Objectives. This order defines roles and responsibilities of agencies and directs agencies to take specific measures to prepare the country for the harmful effects of space weather. These activities should be implemented together with those identified in the National Weather 2015 Action Area Plan (Action Plan) and any subsequent updates. The implementation of this order and the Action Plan will require the federal government to work in all agencies and to develop, as appropriate, advanced and innovative partnerships with state, tribal, and local governments; academia, non-profit organizations; the private sector; and international partners. These efforts to strengthen national preparedness and accelerate the creation of a nation-space-time ready.
Sec. 3. Coordination. (A) The Director of the Science and Technology Policy Office (OSTP), in consultation with the Assistant to the President for Homeland Security and Counterterrorism and the Director of the Management and Budget Office (OMB), shall coordinate the development and implementation of activities federal government to prepare the country for space weather events, including the activities set out in paragraph 5 of this application and the recommendations of the National Council of Science and Technology (NSTC), created by the Executive 12881 order of November 23, 1993 (Establishment National Science and Technology Council).
(B) To ensure accountability for and coordination of research, development and implementation of activities identified in this order and in the Action Plan, the NSTC should establish a Weather Operations space, research and Mitigation Subcommittee (Subcommittee). The member agencies of the Subcommittee should undertake activities to advance the implementation of this order to achieve the objectives identified in the National Strategy 2015 Space Weather and any subsequent updates, and to coordinate and monitor the implementation of activities under the Action Plan and provide subsequent updates .
Sec. 4. roles and responsibilities. To the extent permitted by law, the agencies below adopt the following functions and responsibilities, which are key to ensuring enhanced forecasting space of time, situational awareness, space preparation time, and ongoing operations of the Federal Government during and after weather events space.
(A) The Secretary of Defense shall ensure the timely provision of operational space weather observations, forecasts and other products to support the mission of the Department of Defense and coalition partners, including the provision of alerts and warnings to the phenomena of space weather that can affect weapons systems, military operations, or the defense of the United States.
(B) The Secretary of the Interior must support the research, development, deployment and operation capabilities that enhance the understanding of the variations of the Earth's magnetic field associated with solar-terrestrial interactions.
(C) The Secretary of Commerce shall:
(I) provide forecasts of timely and accurate operational space weather watches, warnings, alerts and monitoring of space weather in real time to the government, civil and commercial sectors, the exclusive responsibilities of the Secretary of Defense; and
(Ii) ensure the continuous improvement of operational space weather services through partnerships, as appropriate, with the scientific community, including academia and the private sector and relevant agencies to develop, validate, test and transition space weather observation platforms and research models for operations and research operations.
(D) Secretary of Energy should facilitate the protection and restoration of the power grid reliability during a presidentially declared network security emergency associated with geomagnetic disturbance under 16 USC 824th-1.
(E) The Secretary of Homeland Security shall:
(I) ensure the timely redistribution of space weather alerts and warnings that support national preparedness, continuity of government and continuity of operations; and
(Ii) coordinate the response and recovery from the effects of space weather events on critical infrastructure and the community in general.
(F) The Administrator of the Aeronautics and Space Administration (NASA) should:
(I) implement and support a national research program to understand the Sun and its interaction with the Earth and the solar system to advance modeling of space weather forecasting and resources applicable to the space weather forecast;
(Ii) develop and operate missions related to space-time research, tools capacities and models; and
(Iii) support the transition of models of space weather research and technology for operations and research operations.
(G) The Director of the National Science Foundation (NSF) to support basic research relating to the needs of the information society of space weather through investments and partnerships, as appropriate.
(H) The Secretary of State, in consultation with the heads of relevant agencies, should conduct diplomatic and public diplomacy efforts to strengthen the global capacity to respond to events of space weather.
(I) The Secretaries of Defense, Interior, Trade, Transport, Energy and Homeland Security, along with the administrator of NASA and the NSF Director, must work together, according to their ongoing activities to develop models, observation systems, technologies and approaches that inform and strengthen national preparedness for the effects of space weather events, including how space weather events can affect critical infrastructure and changing threat landscape relative to other dangers.
(J) The heads of all the agencies that support national essential functions, defined by Presidential Directive Policy 40 (PPD-40) of 15 July 2016 (National Continuity Policy), should ensure that the weather events space are treated appropriately in their all risk preparedness planning, including mitigation, response and recovery, as indicated by the PPD-8 of March 30, 2011 (National preparedness).

Sec. 5. Implementation. (A) Within 120 days of the date of this order, the Energy Secretary, in consultation with the Secretary of Homeland Security, should develop a plan to test and evaluate the available devices to mitigate the effects of geomagnetic disturbances in the network electricity through the development of a pilot program that implements such devices, in situ, in the electricity network. After developing the plan, the Secretary shall implement the plan in collaboration with industry. In taking action under this subsection, the Secretaries of Energy and Homeland Security should consult the chairman of the Federal Energy Regulatory Commission.
(B) Within 120 days of the date of this order, the heads of sectoral agencies that oversee the line infrastructure functions critical life as defined by the National Plan for Infrastructure Protection 2013 - including communications, energy, transport and water and wastewater systems - as well as nuclear reactors, materials and waste industry, assess its executive and legal authority, and the limits of authority to direct, suspend or control critical infrastructure operations -structure, and functions before, during, and after a space weather event. The heads of each specific agency for the sector shall include a summary of these evaluations to the Subcommittee.
(C) Within 90 days of receipt of the ordered assessments in section 5 (b) of this order, the Subcommittee shall submit a report on the results of these evaluations, with recommendations to the Director of OSTP, the Assistant to the President for Homeland security and Counterterrorism, and OMB Director. Assessments can be used to inform the development and implementation of authorities and political responsibilities, establishing the agencies in response to a space weather event.
(D) Within 60 days of the date of this order, the Secretaries of Defense and Trade, the administrator of NASA, and the director of the NSF, in collaboration with other agencies as appropriate, to identify the mechanisms for the advancement observations of climate space, models and forecasts, and to support and transitioning appropriate research capabilities for operations and research operations, collaborating with industry and universities to the extent possible.
(E) Within 120 days of the date of this order, the Secretaries of Defense and Trade will make historical data of the GPS constellation and other US government satellites available to the public in accordance with Executive Order 13642 of May 9, 2013 (Making Machine Readable and open the new standard for government information), to improve the validation and improvements in space weather prediction and situational awareness model.
(F) within 120 days of the date of this order, the Secretary of Homeland Security, through the administrator of the Federal Emergency Management Agency and in coordination with relevant agencies, should lead the development of an operational concept coordinated Federal and checklist associated with assets and coordinate federal activities to respond to notification and protect against imminent time of event space. Within 180 days after the operational concept of the publication and checklist, agencies should develop operational plans document their procedures and responsibilities to prepare for, protect against and mitigate the effects of impending space weather events, in support of the concept Federal operation and compatible with the National System of preparation described in PPD-8.
Sec. 6. Stakeholder Engagement. The agencies identified in this order should seek public-private partnerships and international measures to improve the observation networks, conduct research, develop predictive models and mitigation approaches, increase the resilience of the community and preparation, and provide the necessary services to protect life and property and promote economic prosperity, as consistent with the law.
Sec. 7. Settings. As used in this application:
(A) "Prepare" and "preparation" have the same meaning as they have in PPD-8. They refer to measures taken to plan, organize, equip, train and exercise to build and maintain the capabilities to prevent, protect, mitigate the effects of, respond to and recover from threats that pose the greatest risk to the security of nation. This includes forecasting and reporting time frame events.
(B) "space weather" means changes in the space environment between the Sun and Earth (and throughout the solar system) that can affect technology in space and on Earth. The main types of such events are solar flares, solar and geomagnetic disturbances energetic particles.
(C) "Solar Flare" means a short intense energy rash on or near the surface of the sun, which is typically associated with sunspots.
(D) "solar energetic particles" means ejected ions and electrons from the sun that are typically associated with solar flares.
(E) "geomagnetic disturbances" means a temporary disturbance of the magnetic field of the Earth resulting solar activity.
(F) "critical infrastructure" has the meaning given in section 1016 (e) of the US Patriot Act 2001 (5195c 42 USC (e)), ie, systems and assets, whether physical or virtual, so vital to the United States that the incapacity or destruction of such systems and assets would have a debilitating impact on security, national economic security, public health or national security, or any combination thereof.
(G) "Sector-Specific Agency" means the bodies designated in accordance with the PPD-21 February 12, 2013 (Critical Infrastructure security and resilience), or any directive successor, to be responsible for providing institutional knowledge and expertise as well as leading, facilitating or supporting security programs and resilience and associated activities of its critical infrastructure sector designated in all risk environment. Sec. 8. General Provisions.
(A) Nothing in this order shall be construed to impair or otherwise affect:
(I) the authority granted by law to an agency or her head; or (ii) the OMB director of the functions relating to budgetary, administrative, or legislative proposals.
(B) This order shall be implemented in accordance with applicable law and subject to the availability of appropriations legislation.
(C) This order is not intended to, and does not, create any right or benefit, substantive or procedural, enforceable at law or in equity by any party against the United States, its departments, agencies, or entities, its officers, employees , or agents, or anyone else.
